JOB DESCRIPTION:

Arlington Public Schools (APS) requires all employees to be fully vaccinated against COVID-19 unless a medical or religious exemption is approved. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen (i.e. Pzifer, Moderna, and/or Johnson and Johnson). As a condition of employment, newly hired employees will be required to provide proof of their COVID-19 vaccination.

Human Resources announces an opening for the position of a 1.0, E-15 Assistant Director, Technology Service at the Office of Information Service. This is a twelve-month position

GENERAL STATEMENT OF DUTIES

Under general direction, plan, provide leadership and assume administrative responsibility for the development, implementation, and evaluation of District safety activities to promote the safety of students, personnel, equipment, and property; enforce rules and regulations and coordinate response to emergencies; supervise, train, and provide work direction and guidance to safety personnel.

Provides leadership and oversees the planning, design, implementation, delivery, support and evaluation of technology services to all schools and administrative facilities. Serves as senior technical resource for all planning, installation, relocation, service up-grade, and de-installation projects; analyzes network, device configuration, communications systems capacities and capabilities and conducts cost-benefit analyses.

SUPERVISION

Work is performed under general supervision of the Director, Technology Services with latitude to exercise independent judgment and initiative. Supervision is exercised over Network Analysts, Telecommunications Analysts, Technicians, and other professional support staff.

DISTINGUISHING CHARACTERISTICS

This is a single position managerial/technical classification as at the coordinator level as differentiated from the technician series.

GUIDELINES

Guidelines include but are not limited to relevant Federal and Virginia laws and regulations concerning technology services and support of PreK-12 students (and younger); Arlington School Board Policies and policy implementation procedures (PIPs), M-12 (Technology) and corresponding policies and PIPs; Virginia Department of Education (VDOE), Standards of Quality (SOQs); generally accepted principles, standards and practices of technology and information services.

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)

Provides leadership and oversees the planning, design, implementation and operation of technology networks and related services in all schools and administrative facilities.

Directs the planning, design, deployment, monitoring and support of all aspects of the APS telecommunications network, data centers, software deployment, internet and wireless services, staff and student equipment and maintaining a database of all technology equipment.

Evaluates available and emerging technologies and make recommendations on various technologies in support of providing instructional applications and systems.

Hires, trains, supervises, and evaluates Network Analysts, Telecommunications Analysts, Technicians and other professional support staff.

Develops and assist in the management of the technology services program budget.

Provides leadership, coordination, and consultation in areas of technology management that have system-wide impact, e.g., product evaluation and selection, setting technology standards, and effective utilization of existing technology resources.

Collaborates with other technical staff to provide personal computers and software to APS staff.

Participates in the planning of training programs for users.

Manages vendor contracts and services.

Manages the inventory and maintenance programs for all technology services hardware and software.

Develops specifications and bids for technology equipment.

Reviews architectural drawings, meets with architects and engineers during review process, and coordinates CIP initiatives related to cable/wire, technology infrastructure and telephones.

Studies, evaluates, and selects new network infrastructure equipment and software to support the administrative technology program and instructional networks in schools.

Develops technical documentation including equipment operating instructions, troubleshooting procedures and user manuals.

As needed, serves as school system liaison on county and state technology committees.

Coordinates with county staff where cooperative efforts are necessary or appropriate concerning major network or software upgrades and the use of future technologies.

Performs related duties as required or assigned.

EXPERIENCE:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of LAN/WAN architectures, communications technology, applications software, and related components.

Thorough knowledge of current telecommunication architectures, principles, and practices.

Innovative, creative, and visionary manager with problem solving skills to develop creative solutions to complex issues.

Ability to communicate with individuals at all levels within and outside the school system, and to establish and maintain good working relationships.

Ability to plan, organize and direct the work of personnel responsible for providing network and telecommunications systems and services.

Adaptability and flexibility to deal with changing technologies and priorities.

Ability to communicate effectively, both orally and in writing.

Ability to listen effectively and to accurately determines the needs of users.

Ability to read and interpret highly technical manuals covering computer hardware and software.

Ability to write effectively to develop technical documentation and user manuals.

QUALIFICATIONS:

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS

Possession of a bachelor’s degree in computer science or related field (Master’s Degree desirable) supplemented by technical training in the provision of network and telecommunications services, and considerable work experience in systems and/ or network analysis; considerable experience in management of technical staff; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.

LICENSE/CERTIFICATION

None required, Certified Network Engineer desirable.

PHYSICAL ATTRIBUTES

Work requires those physical attributes required for walking, standing, sitting, operating office and communications equipment, lifting, moving, and carrying light equipment and supplies.

HAZARDS/ UNUSUAL DEMANDS

Some assignments are subject to deadlines and require tailoring and delivering programs to meet the needs of many divergent groups.
